The License and Roles required to perform Exchange Migration are as below :

1. Microsoft 365/Office 365 (E3 or E5) License with Exchange Online is required for both the Source and Target environments, including the connector accounts and all users whose mailboxes are being migrated.
2. Source & Target Service Accounts can be a normal user and need Admin consent.
